PROFILE OF ROAD TRANSPORT IN KARNATAKA
STATE
The post independence, India passed a great
challenge before the administrators and policy makers of land as most of the basic amenities as
electricity, transportation education, commerce, banking, insurance, communication
and mass-media etc., were still either under developed or in the rudimentary
stage at the most one such amenity which was of tremendous import during those
days was that of the provision of better road, transportation to the masses
leaving aside the rail water and air transportation which lie outside the
financial purview of a commoner.
The panaca for all the problems came with
re-organisation of the state at linguistic basis. The state re-organisation
commission was appointed and this body submitted its report on September 1955,
which recommended, among other thing unification to the Kannada-speaking areas
under one administration .
After considering the report, the government of
India introduced a bill in parliament for the organization of the states
re-organisation Act 1956, among other things provided for the formation of a
new Mysore state declare that, from the appointment day that is November 1ST
, 1956,there shall be formed a new part ‘A’ state to be known as the
state of Mysore comprising the following territories.
The territories of Existing state of Mysore i.e old Mysore.
Belgum District except Chandgad Taluka and Bijapur,
Dharwar and Kannada districts in the existicts in the existing state of Bombay.
Gulbarga District expect Chandgad and Tandur Taluks, Raichur District except
Alampur and Gadwal Talukas and Bidar District except Ahmadpur, Nilanga and
Udgir Taluks and portion specified in clause
(d) of the sub section (1) of section 3
is existing state of Hyderabad.
South Kannada District except Kasargod Taluka and
Amindio, Island and Kollegal Taluka of coimbatore District, in the existing
state of Madras.
The territories of old State of Coorg and there upon
the said territories shall case to form part of the said existing state of Mysore, Bombay,
Hydrabad Madras and Coorg respectively.
On more District, ballay which was a part of the Madras, state was
re-organised in to the Mysore
state on 1ST November, 1959. the Mysore state was renamed as ‘Karnataka’ on 1ST November 1973.
Before the extablishment of KSTC,the road transport
service in the erstwhile Mysore Government Road Transport Department (MGRTD)
setup in 1948. Similarty Bombay State Road
Transport Corportion (BSRTC) was catering to the transport needs of the Bombay
Karnataka region, like, Nizam State Road Transport department(NSRTD) .
Later on as Hyderbad State Road Transport
department(HSRTD) from Semptember 18, 1948, i,s rebirth of Hyderabad until 1st November,
1956, was catering to the traffic needs of the Hyderbad –karnataka Region. In
Bngalore, the Transport company(BTC)
was meeting the transport needs of the city, which was set up in 1997.
the Karnataka state Road Transport Corportation(KSRTC) was set up under the Road Transport Corportion Act 1950, in the year 1961 to1972 buses and
is wholly owned by the Government of Karnataka
Government of India also a Share
holder in this corporation.
In August 1977 KSRTC was divided and a new
corporation called Bangalore Metroplitian Transportation (BMTC) was established
to cater need of traveling facilities of Bangalore
city.
In August 1997 another new Road Transport
Corporation called North Western Karnataka Road
Transport Corportion (NWKRTC) to cater to the traffic needs of
North-Western Past of Karnataka was carved
out of KSRTC with its corporate office at Hublil. Recently one more corporation
North Eastern Karnataka Road Transport office at Gulbarga to meet the passenger needs of the
North Eastern part of Karnataka .
Profile of NEKRTC:
NEKRTC is separated from KSRTC to provide good
transport facilities to the traveling public, corporation was formed on
15ST August’ 2000 .Its juridiction
comprises of 5 districts i,e Bidar, Gulbarga, Raichur, Koppal and Ballary and 6
division like Bidar, Gulbarga, Raichur, Koppal , Ballary and Yadgir. The NEKRTC
has been established for providing efficient effective traveling facility to
the commuters of North Eastern Part of
Karnataka state. NEKRTC is a individual corporation and administration and
financial operating independently.

and which covers 31 Talukas and Villages covers : 4203.

The Government of Karnataka under order No. HTC 65
TRA 99(1) Dated 15TH ,
August, 2000 established a new Road Transport Corporation under section
3 of TTC Act of 1950 called North Eastern Karnataka Road Transport Corporation.
It is financially independent from 1st October , 2000. Thereafter it is
functioning independently at Gulbarga
head quarter.
There is Supreme body to take policy decision
calling it as Board of Director. There are 1200 employees are working in this
corporation and nearly 100 officers are working at central office. Gulbarga. The main aim of
this corporation is to provide efficient economical and safe transport
facilities to the traveling public, everyday this corporation providing
transport facilities to eight lakh traveling passengers about 2300 buses are
held by this corporation.

Action taken
to improve operation :
i)
Introduction of on-line reservation of bus-ticket trough AWATAR,i.e
public can book a ticket from Any Where
Any Time Advance Reservation. This is the first system in the country.
ii)
Introduction of computerization.
iii)
Implementation of 100% usage of Electronic Ticketing Machines
iv)
Bio-metric finger print based attendance is installed at Gulbarga –I, Koppal Depot
on trail basis.
v)
Implementing of 5 initiatives for effective transport management. These
are a
a) Infrastructure
Development b) Road safety
c) Automobile pollution control d) Public
Relation e)Innovative Technology.
vi)
Much attention has been given for Road Safety, Environment Protection
and a Forestation.
vii)
Action has been taken to enter into interstate agreements to connect
important cities and towns in Maharashtra, Andra pradesh , Tamilnadu and Goa states.
Action Plan for the year 2007-08:

Augmentation of 400 new
schedules.

Addition of 1329 new vehicles.

Effective kms to Operated will
be 35.60 crores.
The
Corporation has received following awards for meritorious services:
i)
The Corporation has been adjusted as Best Road Transport Corporation in
the Moffusil Area for lowest Accidental Record during the period 1999-2000 by
the ASRTU and won the Transport Minster Trophy and cash prize of Rs.1.50 lakhs.
ii)
The PCRA has awarded the Corporation for its efforts to promote diesel
oil conservation. During the 2003-04the corporation has achieved KMPL of 5.38,
which is highest amongst all STUs and won the award.
iii)
Similarly the ASTU has recognized the efforts of the Corporation to
promote diesel oil and awarded for achieving highest KMPL of 5.38 during the
year 2003-04.
iv)
The PCRA has awarded the Corporation for achieving highest KMPL of 5.44
during the year 2005-06. the Corporation won the first prize.
v)
The PCRA has awarded the corporation for achieving highest KMPL of 5.44
during the year 200-06. The Corporation won the first prize
vi)
Similarly the ASRTU has recognized the efforts of the Corporation to
promote diesel oil and awarded for achieving highest KMPL of 5.44 during the
year 2005-06.

This Board of Directors usually meets periodically
quarterly in meetings are compulsory. The matters which are belonging to the financial and policy matters
are corporation.
ADMINISTRATIVE
SET-UP:
The NEKRTC.has its corporate/ central office at Gulbarga with 6 operating divisions at Gulbrga, Yadgir,
Bidar, Raichur, Koppal and Bellary. The corporation
operates its operation through 32 depots under their jurisdiction for operation
of the buses. There is One Civil Engineering Division at Gulbarga and two Regional Training Institute
established at Hagaribommanahalli and Humnabad.
The corporation has its operating units called
depots which operates about 1916 schedules. These depots are situated generally
in Taluka head quarters. At the district level the corporation has divisional
officer. Normally division supervises 4-5 depots. A senior officer called
divisional controller heads these division.

From the above table it is clear that there are as
many as 11021 people involved in the today functioning of the corporation
division wise. Bellary is the biggest division
which has a staff of 2653 followed by Gulbarga
2095,Bidar1984, Raichur 1960, Yadgir 1072, and Koppal 1136 respectively. The
central office Gulbarga
has 102 employees, the Regional Training Institute, Humanabad has a staff of 12
people and that of civil Engg. Division has 7 administrative staff.
The total staff working in the operating divisions
were 11021 to operate 1916 schedules at the end of the year 2003. the division
staff ration per schedule on 31-03-2003
was 5078 including officers. The overall staff ratio per schedule for the
corporations including the staff employed at central unit RTI was 5.83.
Training
Scheme:
The corporation gives training to various categories
of official in the stage training institute as well as in the outside
institution. The training of employees of technical cadre depute to undergo
specialized, training with the leading Automobile organization and also grant cash reward, and commendatory notes to the
employees.
The Unit Heads are the disciplinary authorities for
major punishments for all class III and IV staff. Depot manger and other
divisional level officers have been empowered to impose minor penalties to
class III &IV coming under their administrative control.
Management:
The amended RTC Act of 1982 provides for the
management of the Corporation by Board of Directors. The NEKRTC consisted 14
directors in its board. The chairman and the Vice-chairman are non-official
directors and others are official directors. The state Government has appointed
all the directors. The board has both official and non-official members and a
board secretary’s are organizer the board meetings sees that the policies
decided in meeting are implemented by sending resolution copies to whom sever
it may concern. The corporation is chaired by Mr.R.V.Devraj who also chairs the
other 3 corporation of the state i.e KSRTC ,BMTC and NWKRTC. Next to him is the
vice chairman who may be an official or non-official member of the board. The
day-to-day administration of the corporation is shouldered by the M.D.
CLASSIFICATION OF POSTS:
The various categories of posts in the corporation
are classified as follows:

Usually Class I selection Grade / Senior will be
appointed as Head of the Department (also called as chief ), Class I Junior as
unit Heads and other or minor Heads of the department( at the divisional level
) class II render service as assistants to the Heads / Chief.
All the matters and issues
which fail under the functional purview of a particular section will be decided
upon by the respective department whether at corporate, Divisional or Depot
level. For example, recruitment and selection of staff is a function, which
falls under the recruitment section of personnel department. Any post vacant
either at the corporate office, Divisional office or Depot will be filled in by
the personnel department in the specified manner. This applies to other
department as well. For instance, all the civil construction works either at
the corporate Divisional or Depot level fall within the functional orbit of the
Civil Engineering Department.
TYPES OF
SERVICES:
The various types of services offered by the NEKRTC
to its passengers are as under.
Deluxe and Ultra Deluxe buses with Air suspension
facility for its customers on long route and interstate routes.
Luxury and Deluxe services for interstate and long
route schedule.
Ordinary buses operate in rural areas.
City buses in some of the head quarters.
Security and
vigilance:
The security and vigilance department is providing
physical security to the property of the corporation against theft, fire,
pilferage, and misappropriation etc. by the employee’s and the outsiders. It is
having control over the employees / Officers by way of conducting enquires on
their omission and commissions and submitting reports to the respective
disciplinary authorities.
