27th May, 1974. The National Heavy Engineering Co-Operative Limited, NHEC, becomes a reality. A reality bought into existence to “Bridge the national gap between demand and supply of sugar plants; Meet the needs of the rapidly expanding sugar co-operative movement for new, modernized plants; rationalize of the price of sugar plants; eliminate artificial high prices; and provide high quality products and equipment at reasonable rates.
Established near two decades ago as a national co-operative, NHEC started out with an authorized share capital of Rs.10 crores. A one of-its-kind organization, all national level, NHEC is promoted by the National Co-operative Development Corporation, Government of India, and supported by the National Federation of Co-operative Sugar factories (Apex body of the Indian Co-operative Sugar Factories). All towards helping India gain self-sufficiency in the supply and modernization of sugar plants.
1980 saw NHEC start its production operations at their works at Talegaon Dabhade, 35 Kms from Pune, approximately 160 Kms from Bombay in Maharashtra.
Along the way, a very real need to diversity and develop expertise in related fields was experienced. Consequently NHEC had evolved into much more than a sugar machinery manufacture. Techno-economic feasibility / project studies and reports for project identification and formulation, planning and scheduling, cost engineering, process / product development and designs, detailed engineering, equipment, pre-construction planning, construction management, commissioning and plant start-up, specialized maintenance / after sales service, system engineering, research and development inspection.
Sugar Plant Machinery :
Besides technology, NHEC is well known for its commitment to turnkey projects. A commitment that spans concept to completion. Yes, the company has worked on assignments right from preliminary layouts to site selection to cost estimates, man power allocation, raw materials procurement, equipment manufacture, inspection, erection and commissioning, involving structural, mechanical and electrical work.
Steel Plant Machinery :
NHEC has also ventured into manufacture of steel plant machinery since 1985. Their clients in this field are the prestigious Bhilai and VisaKhapatnam Steel Plants.
Fro the Bhilai Plant, they have supplied charging devices for rail and structural mill and medium merchant mill as per Russian designs and technology.
Research and Development :
NHEC has strengthened its most important base – research and development. The company’s Research Centre is actively involved in providing vital data for project consultancy, updating technology developed and applied earlier, analyzing the transferring technology to suit Indian conditions.
Importance is also placed son environmental safety with NHEC research staff ensuring that the least amount of imbalance is caused in the eco-structure of a particular region thereby maximizing resource utilization with minimum liability.
Exports :
ON the export front too, NHEC is gaining ground. In 1989 it entered foreign markets sand succeeded amidst stiff competition. In the first year its total export was US$ 30,000 and in 1991 it reached US$ 30,00,000. Today it exports sugar Machinery to Indonesia, Pakistan, U.A>E. Nepal and African countries like Kenya and Uganda. Plans to work in Iran, Mauritius, Bangladesh, Singapore, and Thailand are also under way. A generous target of US $ 1,500,000 was set for 1992 which has been successfully met and executed.
So much done, so much to do. At NHEC future plans encompass the manufacture of sugar refineries, bulk handling material, high pressure boilers, steam turbines, chemical / petro-chemical, ore benefactions, oil exploration and mining equipment. The company is also gearing up to work for nuclear, coal handing and cement plants.
Growing in strength sand stature, NHEC has lived upto the vision of tis founders, and the expectation of milliners of Indians. The frontiers are changing, the commitment endures.
Edible Oil Plants :
From sugar to heavy engineering to edible oil. Since 1985, NHEC has ventured into project management consultancy for edible oil plants funded by the World Bank and EEC (through the NCDC). This includes project planning, detailed engineering, preparation of equipment layout, construction of civil works, project implementation, co-ordination and monitoring, inspection, site management, commissioning and performance. These projects are situated in the states of Rajasthan, Assam, Jammu & Kashmir, Karnataka, Kerala, Madya Pradesh. Two plants have already been commissioned, the others are in various stages of completion.

Personnel Department at N.H.E.C. :
The personnel department looks after the employment, development of personnel, wage and salary administration, training, welfare, industrial relations and many other functions. The personnel department looks after those issues and areas, which deal with management, maintenance and development of human resources of the organization.
In NHEC the personnel department undertake the following functions.
Manpower planning i.e., determining the right kind of people of the required potential at the required time and future prospective.
Preparation of Job description for various purposes including job advantage and recruitment.
Training and development is an important function involved in the department.
Transfers, promotions are also important activity.
Wage and salary administration is another important aspect of the department. Looking after the salary requirements and disbursement of the same.
The attendance section is closely related and linked with the wage and salary administration. Other activities include payment to contract labourers, incentives bonus etc.,
Performance appraisal Is a very significant function and is carried out through merit ranking forms and performance appraisal forms in which the immediate supervisor Plays an important role.
Industrial relations and maintenance of discipline is very significant for carrying out disciplinary measures and procedures such as enquiry into absenteeism cases physical and verbal assaults etc.,
Administration of welfare facilities which includes canteen, transport facilities, Housing loans. Etc.
Administration of health facilities like ambulance rooms, medical treatment to employees and family members.
Administration of safety measures like supply of fire proof uniforms, glasses etc., making available fire extinguisher, safety devices etc.,
Motivation of employees is also san important function the personnel department, co-ordinates with other department for effective functioning of the organization in general and personnel department in particular.
