ABOUT HINDUSTAN PETROLEUM

HPCL, a fortune 500 company, is regarded as one of the major integrated oil refining and marketing companies in India. It is a Mega Public Sector Undertaking (PSU) with Navaratna status. HPCL has achieved its market leadership through efficiency in production and management.

HPCL accounts for about 16% of the market share and 10.3% of the nation's refining capacity with two coastal refineries, one at Mumbai (West Coast) having a capacity of 5.5 MMTPA and the other in Vishakapatnam (East Coast) with a capacity of 7.5 MMTPA. HPCL also holds an equity stake of 16.95% in Mangalore Refinery & Petrochemicals Limited (MRPL), a state-of-the-art refinery at Mangalore with a capacity of 9 MMTPA.

HPCL owns the country's largest Lube Refinery with a capacity of 335,000 metric Tonnes which amounts to 40% of the national capacity of Lube Oil production. HPCL has given India a firm ground in this sector with its world class standard of Lube Base Oil.

HPCL has returned "Excellent" performance for fifteen Consecutive years upto 2005-06, since signing of the first MOU with the Ministry of Petroleum & Natural Gas. HPCL won the prestigious MOU Award for the year 2006-07 for Excellent Overall Performance, and for being one of the Top Ten Public Sector Enterprises who fall under the 'Excellent' category. HPCL performance for the year 2007-08 also qualifies for "Excellent" rating.

The Corporation over the years has moved from strength to strength on all fronts. Our refining thruput has increased three fold between 1984/85 to 2007/08, rising from 4.47 million tonnes in 1984/85 to 13.70 million tonnes currently.

Consistent excellent performance has been made possible by highly motivated workforce of over10,800 employees working all over India at its various refining and marketing locations.

HPCL continually invests in innovative technologies to enhance the effectiveness of employees and bring qualitative changes in service. Business Process Re-Engineering exercise, creation of Strategic Business Units, ERP implementation, Organizational Transformation, Balanced Score Card, Competency Mapping, benchmarking of refineries and terminals for product specifications, ISO certification of Refineries and Supply Chain Management are some of the initiatives that broke new grounds.

HPCL has successfully integrated Information Technology in its activities at different levels. The Enterprise Resource Planning (ERP) system is now operational on J.D.Edwards, an Oracle product, across the Company

HPCL is a Fortune 500 company, with an annual turnover of over Rs 1,03,837 Crores ($ 25,142 Millions) during FY 2007-08, 16% Refining & Marketing share in India and a strong market infrastructure. Corresponding figures for FY 2006-07 are: Rs 91,448 crores ($20,892 Million).

The Corporation operates 2 major refineries producing a wide variety of petroleum fuels & specialties, one in Mumbai (West Coast) of 5.5 MMTPA capacity and the other in Vishakapatnam, (East Coast) with a capacity of 7.5 MMTPA. HPCL holds an equity stake of 16.95% in Mangalore Refinery & Petrochemicals Limited, a state-of-the-art refinery at Mangalore with a capacity of 9 MMTPA. In addition, HPCL is progressing towards setting up of a refinery in the state of Punjab in the joint sector.

HPCL also owns and operates the largest Lube Refinery in the country producing Lube Base Oils of international standards. With a capacity of 335 TMT. This Lube Refinery accounts for over 40% of the India's total Lube Base Oil production.

The vast marketing network of the Corporation consists of Zonal offices in major cities and over 91 Regional offices facilitated by a Supply & Distribution infrastructure comprising Terminals, Aviation Service Stations, LPG Bottling Plants, and Inland Relay Depots & Retail Outlets. The Corporation over the years has moved from strength to strength on all fronts. The refining capacity steadily increased from 5.5 million tonnes in 1984/85 to 13.70 million metric tonnes (MMT) presently. On the financial front, the turnover grew from Rs. 2687 crores in 1984-85 to an impressive Rs 1,03,837 Crores in FY 2007-08.

Safety, Health and Environment is HP:
In HP gas safety, health and environment have continued to gain increasing importance, and rightly so, in view of the ecological imbalance, that the world is facing at large. HPCL as a responsible corporate citizen has always strived to strike a right balance between operating its business and maintaining a sense of harmony with it surroundings. It is the people who make their working environment safe by adopting safe work practice and it is there work practices that form a Part of any environment. Health is not only to bring about awareness, but to create a healthy surrounding and safe working actions within a consciously recognized and adopted set of standards. The safety, health and environment policy is a testimony to HP Gas’s commitment towards protection of environment as we have a great responsibility to not only protect the health and safety of our colleagues but also hand over a safe sword to the future generation to come. HP shows its safety, health and environment policy, not only is word but in spirit and actively contributing towards achieving its objectives.

Safety:
HP Gas committed to conduct its business in the way that protects the safety of personal involved in the business included the customers and the public, HP Gas committed to achieve its goal to have their business 100% free from accidents, inquires and occupational illness through the active participation of every one involved is our business.

To meet goal of 100% accident free operation HP Gas carry out following:
Design, install, implement and maintain facilities which control safety risks.
Comply with statutory regulations and standards for controlling the risks.
Train the personnel working at work place for safety aspects. Safe behavior and effective use of equipment’s to avoid any incident / accident.
Undertake reviews, analyze, evaluate and install optimum value available safety/ operational equipment’s for achieving the accident free operations economically.
Comply with statutory regulations & regulation of OISD (Oil Industry Safety Directorate), Ministry of petroleum and Natural Gas, New Delhi (India) for safe operation of plants. R A & DMP (Risk Analysis)–RA studies being conducted as and when required at Plants / import facilities to analyze the risk involved and how to manage the risk.

Necessary measure taken to minimize the risk at work places:
DMP (Diaster Management Plan) – On side and off site DMP has been prepared in consultation with local administration and other concerned statutory authorities to control on any emergency / exigency situation. And its and coordinate for 100% compliance of internal safety audits recommendations.

Health
HP GAS is committed to create a healthy working atmosphere and to overcome on any kind of Occupational Health hazard associate with LPG at work place. HP Gas have plans to evaluate health risk is any at work place, and take appropriate measure to overcome on such risks.

HP GAS has engaged CDP (Company Designated Physicians) and or made arrangement with near by hospital for regular medical check up / monitoring health & handling of medical emergency of the employees. In addition company has got medical centers at our main controlling offices at metros. In addition our employees are medically insured as per HPCL Policy. We comply with statutory regulations on “HEALTH”.

Few plants have carried out Occupational health survey and implemented the recommendations of survey report. HP GAS plans to carry out occupational health survey at al the plans and implement recommendations of surveyor.

Training on occupational Health and Environment are regularly imparted to employees to encourage them to be concerned at respect the environment and make them understand that every one is responsible for maintain healthy environment and adopt appropriate working practice.

Environment
HP GAS in committed to conduct it’s business in the healthy and environmental friendly. HP GAS plans to carry out study on environmental risks at al the plants and implement recommendations of survey Various Environment programs are done for betterment are regularly imparted to employees to encourage them to be concerned and respect the environment and adopt appropriate working practices.

We comply with environment statutory regulations/ requirements on environment like. Air & water pollution prevention Waste management procedure etc.

SAFETY TIPS FOR CONSUMER
What are the points to remember about the rubber tubing?
It must be of approved quality, (ISI mark).
It should be as short as possible. Maximum length should be about 1.5 meters.
It should be easily accessible for inspection.
Keep it away from heat and fire.
Push it so as to cover the full length of the nozzle.
Make sure it does not get heated by the burner, or is looped/twisted.
Clean it with wet cloth only. Don't use soap to ease the tube over the nozzle.
Check it regularly for cracks, holes, softness, and porosity especially at the ends.
Replace tubing every 2 years if not earlier.
Do not cover rubber tubing by any other object or sleeve.

The Pressure Regulator is very important too.
It is connected to the outlet of the cylinder valve. its function is to regulate the pressure of the gas coming out of the cylinder and supply it at a constant pressure to the hot plate.

Good habits for your safety

If you smell gas
Do not operate electrical switches.
Ensure that stove knobs are in OFF position
Do not light a matchstick even to detect the leakage of LPG.
Switch OFF the pressure regulator by turning the knob clockwise to the OFF position.
Open all doors and windows
If the smell persists, call your HP Gas distributor during office hours. For emergencies after office hours or on holidays please call up your nearest Emergency service cell.
An experienced person can detach the regulator. Fix the safety cap on the valve.

Disconnecting the empty cylinder
Put out all the flames and fires including incense sticks, candle, pooja lamp in the kitchen and adjoining rooms
Close all the taps on the cooking stove
Turn the switch knob of the regulator from ON position to OFF position
Grip the regulator and pull the bush (black plastic locking ring) up and lift the regulator by giving a gentle swivel. Regulator will thus get detached from the valve on the cylinder
Place the delrin (plastic) safety cap on the valve of the cylinder. Press the cap firmly down until a distinct click is heard. Now the empty cylinder can be removed.

Connecting the filled Cylinder
To remove the safety cap, press it down, PULL the cord and keeping it pulled, LIFT the cap off the valve of the cylinder.
Check whether sealing ring is in place inside the cylinder valve by feeling the same with the help of your little finger. Do not use the cylinder if the ring is missing, put back the safety cap and contact your distributor for replacement of cylinder.
To mount the regulator on the filled cylinder, carry out the following steps:
Ensure the switch knob of the regulator is in the OFF position
Grip the regulator and pull up the plastic blush
Place the regulator vertically on the valve and press it down till its edge touches the hexagon of the valve on the cylinder with a gentle swivel. Release the black plastic bush and then press it down.(you may hear click sound)
The pressure regulator is now locked on the cylinder.

To light the burners
Turn the switch knob of the regulator anti - clockwise till it is in ON position Hold a lighted matchstick near the burner head of the stove and turn the knob of the stove to ON position.

Safety goes a long way
Do not wear nylon garments or similar fabric when cooking
Never leave the cooking appliance unattended when in use
Never try to Repair, Adjust or Inspect any part of the HP Gas Installation or allow fake mechanics to do so. Allow authorized mechanic to inspect the installation once in two years
Do not use long curtains on windows if your cooking appliance is near it. They can blow over the burner and catch fire
Insist on redelivery check of the refill cylinder at the time of its delivery
Do not install the cooking appliance on the floor. Do not use a wooden table without asbestos sheet over it
HP Gas should never be used in a poorly ventilated room
Never install a HP Gas cylinder below ground level or in cellars or basements
No other heating device (Like an electric oven or a kerosene stove) should be placed within one meter of a HP Gas appliance
Do not use any cover on the rubber tube, rubber tube T joint connection or trolley for cylinder in your HP Gas installation
Never leave the regulator in ON position after cooking is over or during night
Always smell for leakage of LPG before lighting the stove
Never use the rubber tube if it has cracks or is more than 2 years old

Good habits for your safety
The place where you install your gas installation is very important. If the following precautions are taken, it will by itself be an insurance against any mishaps occurring in your kitchen.
Always keep the cylinders in a vertical position with the valve on top. If cylinder is placed in any other position, liquid LPG may gush out of the open valve creating a dangerous situation.
Cylinders must be installed at ground level and never below ground level or in cellars or basements etc.
Not more than two cylinders should be stored in a room. To keep two cylinders, the kitchen should have minimum floor area of 10 sq. meters.
If cylinders are placed in cupboards, these cupboards should be provided with ventilation openings both at floor level and at top level. A half gap should suffice.
Cylinders must not be installed in any position in which they may become overheated, e.g. alongside a sigree or any other heating appliance. If any heating appliance has to be used, it must be kept at above ground height and never on floor level.
Avoid storing combustible articles close to cylinder and LPG installation.
No other heating device such as an electric oven, kerosene stove, etc, should be placed within a metre of your gas appliance.
Do not keep cylinder exposed to sun, rain, dust and heat.
Do not keep any vessel/ utensil / cloth etc. on the top of cylinder.
Always keep the safety/ security cap tied with the top ring stay plate, so that in the event of leakage through valve spindle the cap can be fixed on the top of valve for stopping the escape of gas.
The installation should be kept at convenient place so that cylinder, Pressure Regulators knob and rubber tube is easily accessible.
Do not keep empty or full cylinders without cap fitted on the valve.
For operating the pressure regulator always follow the instruction given at the top sign plate of pressure regulators.
Always use BIS approved rubber tube, check for BIS mark on the rubber tube. The length of tube should be between 1 to 1.5 mtrs. Please ensure that rubber tube is replaced after 24 months of use.
Dont conceal any part of rubber tube by any type of shut or cover, which obstructs the visual check along the total length of tube.
Always use BIS marked hot plate/ appliances.
Avoid keeping pooja lamp and Refrigerator in Kitchen.
Get your cylinder checked by deliveryman at the time of receipt of refill.
Do not install the cooking appliance on the floor. The appliance should always be on a table or slab placed at a convenient height so that cooking is possible in a standing position. Do not use a wooden top table. If the table is of wood, use an asbestos sheet on the table and place the stove on top of it.
Do not place the appliance directly in front of the window. There is a chance that a strong breeze may put off the flame causing accumulation of LPG in the room.
The appliance should be on a table or slab with one side touching a plain wall. The backside of your appliance should be facing towards this wall. There should be no shelves or spoon racks on this wall. There is a possibility that your apparel may catch fire leaning over a lighted stove to retrive something placed or store on this wall.
The room/ kitchen where LPG is used should be well ventilated and should have cross - ventilation. LPG should never be used in a room with windows and doors shut.
Ensure that the nozzle of your appliance is of the same dimensions as the nozzle of your regulator and rubber tubing of the correct bore is used. Your dealer will advise you of the dimensions
The appliance must be at least one metre away from electric wiring, switch or plug points. Keep the kitchen clean as far as practicable to avoid rats, cockroaches etc.

NDTV Profit Business Leadership Award
HPCL has been conferred the coveted ‘NDTV profit’ Business Leadership Award in the category of Oil & gas. The award was presented by Hon’ble Finance Minister, Shri. P. Chidambaram and was received by our C & MD, Shri. Arun Balakrishnan.

The Award honors business excellence and are aimed at recognizing companies that have fuelled the Indian economy to currently being among the fastest growing economies in the world. Extensive research was carried out over a period of 5 months to determine the nominees & the winners under the guidance of the jury that comprises of eminent personalities like Smt. Anu Aga, Dt. Amit Mitra, Dr. Bimal Jalan, Shri. N.R. Narayana Murthy, Shri. Suman Dubey and dr. Prannoy roy.

Reader’s Digest ‘Trusted Brand Asia Platinum’ Award
Awarded in the Petrol station category, this is the third year in succession that HPCL has received the trusted brand award. The Reader’s Digest Trusted Brand awards are based on survey carried out by ‘The Nielsen Company’ and reflect the consumers’ choice of their most trusted and favorite brands. The consumers have named their most trusted brand on a five-point scale, on six qualitative criteria of trustworthiness, Credible Image, Quality, Value, Understanding of Customer Needs, and Innovation.

Golden Peacock Corporate governance Award 2008
The Award is conferred by ‘World Council for Corporate Governance’ India. The Award was presented at the 9th International Conference on Corporate Governance held at London. This annual award is conferred to companies which demonstrate benchmark standards and excellence in corporate governance the winners were selected through an elaborate multilevel and transparent assessment process.

This is the fourth time that HPCL has won the Golden Peacock Award for Corporate Governance. We have won it in 2003, 2006 & 2007. Winning the prestigious Award underlines the high value that HPCL places on Corporate Governance is a re-affirmation of the level of disclosure and transparency at HPCL.

CIO 100 Award 2008
HPCL has been awarded the CIO 100 Award for the Third Consecutive year. The Annual Award Program recognizes that exemplify the highest level of operational and strategic excellence in Information technology (IT). This year’s award theme ‘The Bold 100’ recognizes those Executives and Organizations who embrace great risk for the sake of great reward. These organizations are playing not just to survive, but to win. “CIO 100” award of IDG (International Data Group) is one of the most prestigious recognitions in the IT Industry worldwide. Over the years a CIO 100 awards has come to be considered the equivalent of the Oscars of the IT Industry across the world. Audit was conducted for the time in respect of various manufacturing facilities of corporation for the year ending March 31, 2007.

Greentech Environment Excellence Award 2008
HPCL’s has been awarded 15 ‘Greentech Environment Excellence Award’ for the year 2008 at the 9th Annual global environment Conference held recently at Goa. HPCL’s Mumbai & Visakh Refineries were awarded the greentech “Gold’ Award in Petroleum refining Sector. While Hassan POL Terminal bagged the Greentech ‘Gold’ Award, Mangalore POL Terminal & Irumpanam POL Terminal were awarded the Greentech ‘Silver’ Award. Besides, 10 of our LPG lants have won the Greentech Environment excellence Award 2008.

Greentech Foundation’s Environment excellence Awards are presented to Organization & Individuals as a mark of recognition for the significant contribution made towards protection, preservation & improvement of environment. These awards certainly reflect HPCL’s commitment to environment protection and enhance our Eco-Friendly image.

Best HR Practices in ‘People Management’
Awarded by Amity International business school for HPCL’s comprehensive HR practices. HPCL bagged the award among several other organizations that were researched for best HR practices.

HPCL received the award for its “Project Parivartan” Integrated Indent Management System and also for providing enhanced service to HPCL stakeholders extending the benefits of the ERP system to its various stakeholders through deployment of information portals for customers, vendors & transporters and also enabling e-payments.

India Star 2008.
The Corporation has been conferred with India Star 2008, a National Award (the highest recognition) for excellence in Packaging in India in Consumer Pack Category for marketing Lubricant Oil in PET bottle. HPCL is selected for this Innovation Award in Packaging from a list of 357 entries received. The jury consisted of eminent persons from Institutions, Government bodies, Consumer forum, BIS and experts from the Industry.

OISD safety Award
HPCL bagged 2 safety Awards from Oil Industry Safety directorate (OISD) as the ‘Best Performer’ for the year 2007-08, one under the category of ‘LPG Marketing Organizations’ and the other amongst ‘Lube Oil Blending Organizations’. OISD safety awards are instituted in order to inculcate competitiveness among oil companies to improve their safety performance.

National Award for excellence in Cost Management
HPCL was conferred with the National Award for Excellence in Cost Management from the Institute of Cost Accountants of India (ICWAI). HPCL has won the Second Award in the Public Sector-Manufacturing (Organization) Turnover more than Rs. 1000 Crores category of National Award for Excellence in cost management.

Right to Information Act 2005 - A Brief
The dictum “Knowledge is Power” is truly applicable to the modern world and information is the most important means to acquire knowledge.

The information in the possession of the Public Authorities, by itself does not give any added value to the public. This information belongs to the public and held for the benefit of the public. UN General Assembly realized this and has resolved that the Freedom of information is a fundamental human right and touchstone for all freedoms to which the UN is consecrated. The Commonwealth Human Rights Initiative propounds that the right to information underpins all other human rights.

In this direction, the Right to Information Act 2005 (RTIA) English /Hindi (came into effect from 12th October 2005), empowers the people of India with free flow of information from the Government.

How to apply for seeking information from HPCL:
HPCL accepts application from citizens in plain paper.
The applications should contain
The name of the applicant
The address for correspondence
Details of the information sought by the applicant
RTI Fees in favor of Hindustan Petroleum Corporation Limited payable through Demand Draft/Banker’s Pay Order/Indian postal Order at the town or city where the application is lodged.
HPCL has a widespread network of operating locations and offices where the application seeking information can be tendered in person or mailed to. The details of the locations can be accessed through this information manual.

Applicants are requested to thoroughly check the Corporation’s guidelines provided in the Information Manual since any non compliance can lead to the rejection of the application and allied difficulties.

Court fee stamps, Treasury Payments, Bond Papers, Payments at Post offices, Cash etc. are NOT acceptable towards RTI fees.

The basic fee to be forwarded with the application is Rs. 10 (Rupees TEN only.)

In line with the tenets of the RTI Act 2005, citizens who are Below Poverty Line (BPL) need not pay the prescribed fees. It is essential that BPL Citizens enclose a proof of them belonging to the BPL category.

HPCL has prepared its Information Manual as per requirements of Section 4 of the RTI Act 2005.
